Sir: I beg leave to attach hereto copy of letter, dated April 17, 1919,11 in which a request is made for sale of rifles, and other war material to the Finnish, Esthonia and Letland Republics.
In view of the constantly changing international conditions in Europe your approval is desired before entering into negotiations to make this sale.
