Legation’s 3652, February 18, 9 p.m.3 In interview with naval attaché yesterday morning General Mannerheim4 stated that his army willing to and capable of defeating the Bolsheviki in northern Russia. They need neither men nor ammunition but merely moral support of the Allies. Mannerheim stated that he was willing to commence hostilities immediately if encouraged to do so by the Allies and assured that the United States would hasten sending food supplies to Finland.
