Smith51 reports movement on foot to call assembly of Zemstvos and Municipalities; that representatives have called upon him who state that if allowed by Omsk authorities to meet they will ask Omsk Government to assist. They claim to have the backing of the army and the people generally. Smith states they have already prepared a coalition ministry but it is not their intention to overthrow the Omsk Government. Quite aside from the motives or purposes of the particular representatives who have called upon Smith, the President desires you to say to the Omsk authorities that he hopes they will encourage the assembly of the Zemstvos and Municipalities.
