He sees no objection to his [Secretary of War] dealing openly with Kolchak representatives [Page 389] for the purpose of selling supplies, and no objection to proposed financial plan, provided in both cases there is no formal or diplomatic recognition of the Kolchak government in accordance with our former cable.
