804. The following is being sent to Paris.
Number 26, January 28, 5 p.m. I received last night from the Provisional Government a six hundred [six?] page note, to the effect [Page 36] that it is both practically and morally impossible to accept the proposition of a conference of Russian factions which would include the Bolsheviki. The British Commissioner is telegraphing a complete English translation37 to the British peace mission in Paris and asking that a copy be furnished to you. The French Embassy has telegraphed a summary to the Foreign Office.
