13. Bolshevik overtures

President Wilson read to the meeting the telegraphic report annexed (Annex “A”) from Mr. Butler [Buckler], who had interviewed Litvinoff in Stockholm.22

(It was agreed that this letter should also be translated and discussed at the afternoon meeting.)
