“Only yesterday I have been informed of the European Relief Administration. I have delegated by wire Attolico to represent Italian Government at the first meeting. I shall ask President Orlando on his return to appoint the two permanent Italian delegates. I expect the new body will deal with matters included in your telegram of the 7th in regard Roumania.
