Dr. Isaiah Bowman to Dr. S. E. Mezes
Dear Dr. Mezes: May I observe, in all respect, that the state of affairs you point out in the attached memorandum19 is due to the [Page 103] present loose organization of the Inquiry—possibly an excellent thing in a small democratic organization but wholly inappropriate to a large one now establishing broad relationships with almost every scientific bureau of the government.
The time has come when there should be a stricter division of functions among the officers of the Inquiry and an exact definition of status and appointments. It is a source of growing embarrassment to remain as we are.
Forgive my very direct and even blunt presentation of this matter. It saves time and it is the way I like to speak.
