The Minister in Haiti ( Bailly-Blanchard) to the Secretary of State

Minister for Foreign Affairs called today at the Legation and in view of the reported embargo by France on Haitian coffee again brought up the advisability of a declaration of war by Haiti against the Central Powers. He was informed in accordance with Department’s July 3, 4 p.m.,2 that the matter should be delayed until after [Page 662] the adoption of the constitution conferring powers upon the Council of State.1 He then inquired when the draft of constitution might be expected and urged earliest opportunity for submission to plebiscite.
