The President to the Secretary of State
Washington, May 20,
1918.
My Dear Mr. Secretary: Do you not think that the proper reply to this1 is that we shall be willing to recognize the republic of Finland only when she shows that she is not controlled by Germany, as she now seems to be?2
Faithfully yours,
W[oodrow] W[ilson]
