Consul Harbin now telegraphs Japanese Consul there informs him Japan is preparing military expedition to assist Russians to restore order in Siberia. Horvat also approached by agent of Japanese Government with offer of assistance. Horvat, if assured of Allied support, is willing to avail himself of leadership of conservative Russians in Siberia against Bolsheviks. Horvat now on the way to Peking.
