Memorandum of the Secretary of State
After conference with the President on Saturday, June 1, it was agreed that I should say to Lord Reading that this Government was entirely willing to send troops to Murmansk provided General [Page 485] Foch approved the diversion of troops and the necessary shipping for that purpose from those now going to France. Before doing this I saw Secretary Baker who entirely agreed with this action and to-day I saw Lord Reading and told him of our attitude. He made notes and said he would inform his Government.
