Poole1 reports having advised you departure of Diplomatic Corps from Vologda and causes therefor. …2 My intention and desire to remain in Russia. [Have not changed?] my judgment as to our having ambassador here. My stay at Kandalaksha and subsequent location will be influenced by developments. Plan to return to Vologda when safe. [Will] advise the Department by cable.
