Notify Garfield’s office and attorneys of all companies except Texas Company, their manifestations are not to be filed. They should apply for amparo in Mexico City and State of Vera Cruz filing it after August 15 and before August 20. [Page 756] They should ask for suspension for reason already known. Suggest they add that power to issue regulations under Section 1, Article 89, Constitution supposes preexisting law and as there is not such a law of Congress legal regulations could not be issued. Notify them all American companies except Texas unanimously refuse to file returns.
