Sir: On July 10, 1918, I had the honor to communicate to you copies of confidential letters exchanged between certain American bankers and myself on the subject of the formation of an American group for the purpose of rendering financial assistance to China.
I have the honor now to enclose herewith for your information and for the information of your Government copy of an identic note with accompanying memorandum on the above-mentioned subject, which I have to-day handed to the representatives of Great Britain, France and Japan.1
