The Ambassador in Russia ( Francis) to the Secretary of State

1860. Minister of Foreign Affairs asks our assent to making of declaration on Monday, October 2,1 on occasion of Kosciuszko memorial ceremonies that “Russia and her allies consider one of the conditions of the establishment in Europe of an order of affairs based on the principles of right and of peace enduring and equitable the creation of a free and independent Poland.” He writes above from Staffka and asks Allied Ambassadors to participate in ceremonies. I recommend compliance. Please answer immediately.
