Mr. Franklin-Bouillon of the French Chamber of Deputies is in Washington in the interests of participation by the American Congress in the Inter-Allied Parliamentary Union. He has been advised that, after very careful consideration, the project of American participation at this time does not meet with the favor of this Government.
