Sir: In compliance with the request of your Department the U. S. S. Chester was sent to Monrovia, and arrived there on November 8, 1915. It is desired that the Chester may be available for duty in Haitian waters as soon as possible.

I have the honor to request that you inform this Department whether or not the services of the Chester are any longer required at Monrovia.
