The Secretary of State to the British Ambassador.
The Secretary of State presents his compliments to his excellency the British Ambassador and has the honor to inform him, in connection with previous correspondence, that, as the outcome of an interview held yesterday with the Ecuadorian Minister regarding a loan to the Government of Ecuador, the Minister was informed that it was not possible, in the opinion of the Secretary of State, to disassociate the question of a loan from the settlement of the case of the Guayaquil & Quito Railway Company against the Government of Ecuador, and that an instruction in that sense, a paraphrase of which is transmitted herewith, has been sent the American Minister at Quito.
