Sir: The Department encloses a copy of a communication83 from Mr. W. J. Phillips, American Consular Agent at Guaymas, saying [etc.]
You are instructed to furnish the Department with available information concerning the matters referred to in the letter, including, if possible, definite information regarding the precise character of [Page 996] the treaty provisions, if any such existed, through which the German Government obtained refunds for its nationals of the amounts contributed by them to the loan in question.
