If tax is confiscatory or discriminatory, or for purpose of aiding Villa faction for prolongation of strife and suffering of native element through increased military activities, enter vigorous protest against payment of the tax by Americans or other foreigners. Intimate to Villa that a tax for carrying on his warfare should be imposed upon and borne by native Mexicans and not by foreigners,
