The undersigned, Confidential Agent of the Chief of the Constitutional Army of Mexico, Don Venustiano Carranza, in compliance with special instructions, has the honor of informing the Government of the United States, through the very dign conduct of the Honorable Secretary of State, that on the twenty-second day of August of this year, Mr. Carranza took charge of the Executive Power of the Mexican Republic in accordance with the Plan of Guadalupe of March twenty-six, nineteen hundred and thirteen.
