Vice Consul Silliman to the Secretary of State.

This morning an opportunity was presented to ask the President regarding the relations with Zapata. He replied that nothing has been arranged. I understood that in the attempts so far there has been a lack of confidence on each side. The President intimated that possibly the good offices of the United States might be effective in arranging a conference with Zapata and himself. It is a delicate matter but should not be very difficult if handled with proper intelligence, discretion and tact.
