Please call upon Carranza personally if possible, otherwise on Foreign Office, and urge the avoidance of anything which could be construed as a lack of courtesy to the diplomatic representatives. It is very important that whatever he finds it necessary to do should be done with due regard to diplomatic usage and respect to the diplomatic character of foreign representatives. Airy other course of action might involve him in serious foreign complications.
