The Brazilian Minister to Mexico to the Secretary of State.

I communicated to the President the contents of your August 9, 4 p.m., but I think it is too late because this morning General Obregon, who is very near Mexico City, sent a message asking unconditional surrender. The President and the Army are willing to comply with the request, the Army being ready to evacuate the city without fighting. The President and Carranza’s agent, Robles, have requested the good offices of the Diplomatic Corps, especially mine, to help them facilitate occupation of the capital by Constitutionalists without either friction with the Federals or disturbance of public order. The Diplomatic Corps will study the matter tonight.
