Brazilian Minister, Mexico City, under date of July 24, informed Department that Provisional President Carbajal had told him that afternoon that he had decided to appoint two delegates to go to Saltillo by way of San Luis Potosí. The above is repeated and the following is quoted for your information, to be conveyed to General Carranza if you think desirable:
President Carbajal also expressed his desire that Constitutionalist delegates be at Saltillo on the arrival of his, so that negotiations may be started at once. He also told me that inasmuch as he has de facto stopped all hostilities against Constitutionalists it would please him very much if an arrangement could be made to have them do likewise from now on, with the proviso that when delegates meet the matter may be duly ratified.
Department is confident that Carranza will do his utmost to arrange for prompt and amicable transfer of Government.
