Department has received information from Mexico City, under date of July 22 that “situation here becoming dangerous on account [Page 571] of persistent daily attacks on places in the surroundings of the capital and also because there are reasons to fear that the army might revolt or disband at any moment incited by the publication of statements attributed to Carranza that he will resort to reprisals and bloodshed upon reaching Mexico and by fear that the arrangement for the transfer of power will not provide sufficient guarantees for them.”

You may use your own judgment as to whether this is an opportune moment to suggest to Carranza the advisability of his issuing a frank statement calculated to allay anxiety and inspire public confidence not only in Mexico City but throughout the whole world.
