Convey the following to the Minister for Foreign Affairs:
The President of the United States desires me to express to the President of [name of country]the deep appreciation of this Government of the friendly services rendered by the Government of [name of country]to the Government and people of the United States in offering its good offices to accommodate the differences which have unhappily arisen between the Government of the United States and the de facto authorities at Mexico City; its admiration for the ability, the patience and the gratifying success with which the distinguished representative of the Government of [name of country]in association with the other Mediators conducted the conference at Niagara Falls; and its great satisfaction that so much has already been accomplished by the mediation in the interest of the peace of America.
