The Special Commissioners to the Secretary of State.

We have just returned from a conference where we expressed the hope that the Mediators would as soon as possible reply to the Zubáran communication. The Mediators stated they had already drafted such a letter and read it to us.32 We found it to be couched in the most courteous terms, stating substantially that they wrote to inquire whether they were to understand that the Chief of the Constitutionalist Army desired to have a representative in the conference on the terms stated in the original correspondence and asking that if such was his intention he appoint delegates as soon as possible.

The Mediators then inquired if we were willing to continue the discussion of the plan written by the Mediators. We assented and it was finally agreed that we should put their plan in one column and in another parallel column our modifications, suggestions or substitutes, as a working basis for future discussions. This will require us to present something concrete and we should be glad for you to have the double column prepared.
