President Wilson to the Secretary of State
Hot Springs, Va.,

My Dear Mr. Secretary: This is indeed not a little disturbing, but I think it comes from other quarters than the Senator’s own personal thinking. It makes House’s errand all the more pressing and opportune. I shall have a talk with the Senator at the earliest possible moment after my return and shall try my best to make the situation as a whole so clear to him that he will take our view of it.
