I am informed by the American colony committee that they desire 1,000 Krag-Jorgensen rifles at price stated and 250,000 cartridges therefor, to be shipped by Ward Line steamer leaving New York [next Thursday?].

Attention is called to the fact that the military attaché has no right of entry, and I request instructions as to course resulting therefrom.
