Following telegram from Consul Alger at Mazatlan:
March 13—11 a.m.
Americans, also Mexicans, arriving; some barely escaped death. Many robbed and quite destitute. Government powerless except in cities; entire southern district invaded by bandits. War vessel Mazatlan would relieve the situation and be welcomed by all nationalities, including Mexicans.
Will Department please telegraph me or Consul Alger its decision?
