The injunctions contained in the second paragraph of the Department’s March 9, 7 p.m., have already been carried out in precisely the manner suggested. An international organization will be perfected as soon as possible. A representative committee has been formed, which will take no step, either in policy or action, except after consultation with me, and I shall only permit them the most unquestionably correct procedure. The British, German, Spanish, French, and Italian colonies and the Mexico City Chamber of Commerce are organizing.
