The municipal council of Mexico City has issued a call to all friends of order, foreign or native, to arm themselves for the purpose of assisting the Government in maintaining order. I do not myself regard the danger here as immediate or great, but precautionary measures may be wise in preventing what many fear. I therefore intend taking the same action, but more effectively, which the Department instructed me to take during the revolution against General Díaz.1 In the discussion with my European colleagues they expressed disapproval of the course of our Government in permitting the shipment of arms and ammunition across the frontier to the revolutionists.
