The Embassy, in advising Americans to leave Chihuahua, is acting upon information from your Consulate as to conditions in your district, and must, from the very nature of the case, therefore, depend upon your discretion both as to the necessity of warning Americans to leave particular localities and the means of conveying this warning to them.
