The Mexican Government understands and appreciates in its right sense the President’s proclamation and has authoritatively said so in the press. Unfortunately there are many foolish Mexicans and Americans who construe the proclamation wrongly, and these misconceptions I am endeavoring to correct. A very large emigration of American women and children from Mexico City is taking place, due to malicious rumors and publications that Mrs. Wilson was leaving Mexico. This also I am endeavoring to correct. The news throughout the country is not reassuring.
