Refugees arriving at Acapulco report intolerable conditions in Chiapas. Many American planters in Tabasco without protection are preparing to leave. Our military attaché believes conditions not improved in Morelos or Guerrero. The situation grows steadily worse in Tlaxcala and Puebla and there is now organized rebellion in Vera Cruz, where great devastation is being committed. For the first time I have to report disorders and armed movements in Tamaulipas. Practically all of the States of Chihuahua and Durango, with a part of Coahuila and a large portion of Zacatecas, have apparently passed out of the control of the Federal Government. In Sinaloa and Michoacán there are armed movements and in Hidalgo trouble in anticipated. The American emigration from all parts of the Republic, and especially from this city, continues to be very heavy.
