Partial order restored in Ciudad Juárez, though rebels seem still in control. No further disturbances in Chihuahua. Great uneasiness and apprehension in Torreon, from which place I have requested that no troops be withdrawn. Consul at Durango reports great uneasiness and secret meetings. In territory in southern Mexico hitherto described, situation grows worse. Zapatistas are now practically in control of all territory between Cuernavaca and Chilpanzingo. Cuernavaca cut off and surrounded by Zapatistas. Twenty-six Americans there. The general situation may be greatly complicated by a strike of the 1,200 American employees on the Mexican railways, who justly believe Government has deliberately adopted a policy aiming at their elimination. Such action would tie up the national railways and produce most deplorable situation.
