The American Minister to Haiti to the Secretary of State.

Port au Prince, March 5, 1912.

The Haitian Minister for Foreign Affairs says that full powers were originally given to the Haitian Minister at Washington; but if the Department does not consider them to be such, and will outline the powers it desires him to have, they will be issued at once, as the Haitian Government desires a speedy settlement of the boundary dispute.
