The American Minister to Haiti to the Secretary of State.

Sir: I have the honor to state that I was informed today by Secretary Léger that he had received a telegram yesterday from the Haitian Consul at Monte Cristi by the way of Cape Haitien stating that the Dominican revolutionists had formed a provisional government at Monte Cristi, with Vásquez as President and Desiderio Arias as Vice President.

Secretary Léger also stated that he regretted this very much as it was his hope that both parties in Santo Domingo would come to some agreement whereby peace would be restored both in Santo Domingo and on the frontier, thereby removing a source of friction between the two Republics.
