The American Minister to Haiti to the Secretary of State.

Your June 29. The President of Haiti claims that no places east of the Pedernales River are occupied by Haitian forces; and that, with a view to the speedy settlement of the boundary dispute, he is willing to withdraw Haitian forces from any point now occupied on the boundary which the Department may designate, provided it is guaranteed that the same will not be occupied, pending settlement, by the Dominicans. He also suggests that I verify the actual conditions by visiting the points in dispute, and I will proceed to do so at once if the Department so orders.
