On September 30 the Belgian company that constructed railway Kaifeng to Honan signed a new contract to build line from Haichou via Kaifeng to Lanchou, in Kansuh, for 215,000,000 francs, the railway to be security. When contract ratified, 5,000,000 taels will be paid China, nominally to purchase line already constructed.
