File No. 893.51/1051.

The Acting Secretary of State to the American Ambassador to Great Britain.

[Telegram—Paraphrase.]

Peking telegraphs as follows:

[Telegram September 11 from the American Minister.]

You will mention this report at the Foreign Office and discuss it in connection with the reported German loan (see Department’s September 11 to Berlin). The Department has no doubt however that the British Government will uniformly deter its nationals from any loan to China inconsistent with the policy as to which our two Governments are in accord.

Huntington Wilson.
