[Telegram.—Paraphrase.]

It is the opinion of the six ministers that in view of rumors of loans to China uniform action is desirable, and that in case the Foreign Office notifies a minister that any of his nationals have made a loan approved by the Central Government and requests the minister to take note and inform his nationals concerned thereof, if such loan be upon other conditions than those already approved by the six powers the minister shall reply in writing that he can not act as requested because the loan is not based upon the conditions approved by his Government. Has this the approval of the Department?
