[Telegram.—Paraphrase.]

British minister in Peking has been instructed, if similar instructions are received by his colleagues, to inform the Chinese Government that powers would not approve of any loan by their nationals except on the general lines laid down in conditions stipulated in the telegram sent by the groups on May 15, to which the British Government had provisionally assented. The British Government does not attach particular importance to the financial-agency scheme, as its only object is to insure wise and effective control of expenditure, whether through an agency or otherwise.
