Memorandum of Conversation between the Chinese Minister and the Secretary of State.

Mr. Chang was told that the Department had again cabled the representatives of the American financial group at Paris urging prompt action be taken in the matter of advances as requested by the Chinese Government. It was also pointed out that while in this respect we had done all that was possible, nevertheless, owing to difference in time, the Chinese Government on its part ought to be prepared for a delay of two or three days, inasmuch as even under the most favorable circumstances the matter would obviously require some little time.
