The measures I was taking when I sent my telegram of November 5, 2 p.m., have been substantially carried out and appear adequate, in conjunction with further possibility of refuge on British vessels here in case of need which my British colleague informs me can be given. Highly improbable duration of situation as long as a month. Six neutral vessels will arrive to-morrow; more later. City quiet. Unnecessary to announce intended despatch of an American war vessel.
