The request of Bulgaria conveyed in your telegram of the 21st is being considered. The Department’s decision will be sent you by telegraph. Meanwhile yon may say, if pressed for a reply, that this Government has not thus far found it necessary to make any further or more formal declaration of neutrality, in view of the comprehensive provisions of the Neutrality Act: see Revised Statutes, sections 5281 to 5291, both inclusive.
