You may assure Sir Edward Grey that the attitude of this Government regarding international participation in loans to China, as stated in the letter of December 11 last to the British Ambassador here, is unchanged, and that should the Chinese Government hereafter conclude a loan with the four groups we would be disposed to favor the admission of other powers concerned, particularly Japan and Russia, the manner of such participation being primarily a matter for the groups to determine in consultation with their respective Governments.
