The American Red Cross authorizes expenditure $1000 for flour, potatoes, beans, rice and corn for distribution to famishing non-combatants in Nicaragua, on request of our Minister there. The Commissary of the Isthmian Canal Commission has been instructed by the War Department to furnish these supplies under your direction. You will arrange to purchase them by draft on Secretary of State for delivery to U. S. S. Justin sailing August 9th for Corinto from Balboa.
